The Case Against James Vincent Campbell
Campbell, 49, of Scottsdale, Arizona, pleaded guilty in the District of Maryland to embezzling more than $8.8 million from an Employee Retirement Income Security Act benefit plan. [S1] He is the CEO and founder of Axim Fringe Solutions Group LLC, a company that processes employee benefits for employees of federal contractors. [S1] The company was headquartered in Maryland when the theft began. [S1] Axim's clients sent it money to pay for health insurance premiums and 401(k) retirement contributions, and Axim was responsible for forwarding those funds to insurance carriers and retirement accounts. [S1] Before forwarding the money, Campbell pooled it in a master trust account. [S1] Between 2015 and 2024, he made 135 unauthorized withdrawals from that account, totaling $2,486,905 beyond the fees legitimately owed to Axim. [S1] In January 2022, he moved Axim to Scottsdale, Arizona, and kept stealing. [S1] Once the company was in Arizona, he switched tactics and began secretly charging clients up to five times the amount of fees they actually owed. [S1] Combining the withdrawals and the inflated fees, Campbell unlawfully converted more than $8.8 million from Axim's clients. [S1] He pleaded guilty to a single count of theft from an ERISA plan and faces a maximum penalty of five years in prison. [S1] Federal District Judge Lydia Kay Griggsby will determine his sentence. [S1] The Department of Labor's Employee Benefits Security Administration investigated the case, and Trial Attorney Vincent Falvo of the Justice Department's Criminal Division prosecuted it. [S1]
